WINTER STORM NOTICE
Texas National MUD urges customers to prepare for the incoming winter storm and freezing temperatures.
Please take the following steps:
- Insulate exposed pipes and cover outdoor faucets.
- Disconnect and drain outdoor hoses.
- Drip indoor faucets, especially on exterior walls.
- Open cabinet doors under sinks.
- Keep heat on, even if you are away.
- Know where your main water shutoff valve is located.
If a pipe freezes or bursts:
- Shut off water immediately.
- Contact a plumber.
- Notify the District if your meter is damaged.
Prepare for possible power outages by having flashlights, batteries, and phone chargers ready.

Texas National MUD
Smart Water Upgrade
Texas National MUD is upgrading to smart water technology! You will soon be able to view your water consumption in near real time with a mobile app- helping you track usage, spot leaks early and manage usage more efficiently.
Meter upgrades are being completed in phases and we will begin new meter installation this week. You experience a momentary water outage when they are working on your specific meter. Our crews will begin at 8:30 AM each morning.
We anticipate rolling out the app and user interface this spring. More information will follow with app and usage details!

Operator’s Report – Oversight of Frontier Communications Fiber Optic Installation

Overview
Frontier Communications has commenced installation of fiber optic transmission lines within the Texas National Subdivision. This activity presents a challenging environment for both the residents and the District’s infrastructure. Over the past week, I have taken a hands-on approach to manage this project and mitigate any negative impact.
I’ve initiated meetings with Frontier and their subcontractors and have communicated regularly with the Board to keep all parties informed. I’ve also enforced compliance with the “Texas National Subdivision Working Requirements”—a guideline I developed specifically in response to prior negative experiences with other fiber optic contractors.
To date, our engagement with Frontier has been constructive, with most front-end interactions proving productive. However, due to the inherently disruptive nature of this type of work, close monitoring and continued enforcement remain essential.
Summary of Implementation Plan
To ensure minimal disruption to District operations and the daily lives of residents, the following working requirements have been implemented:
Worksite and Operational Requirements
- Repairs: All damage repairs will be performed by the District and with the help of the District lawyer, billed directly to Frontier Communications.
- Work Hours Restrictions:
– No work is permitted on weekends or holidays.
– All work must be suspended from 5:00 PM to 8:00 AM daily.
– On Fridays, work must cease by 3:00 PM. - Infrastructure Protection:
The District recently rehabilitated its entire sewer collection system and is fully aware of its condition. Aqua Management will assess and document any damage determined to have been caused during Frontier’s construction activities. Frontier will be held responsible for any such damages during and for 12 months following completion of their work.
Required Documentation from Frontier Communications
To facilitate compliance, accountability, and efficient communication, the following documents and contacts have been requested:
1. A copy of the Montgomery County construction permit.
2. Maps showing all current and planned construction areas within the District.
3. Primary and secondary contact information (phone and email) for Frontier personnel responsible for the work.
4. Foreman contact information (phone and email) for all onsite supervisors.
5. Official company and billing contact information, including mailing address, email, phone number, and accounts payable contact. This includes contact information for Frontier’s parent company, if applicable.
6. A meeting request with Frontier to discuss line lowering along the Maverick Drive drainage ditch.
Additional Measures
To safeguard the District’s wastewater infrastructure, we are initiating televising of individual sewer laterals to proactively identify any damage resulting from the fiber optic installation. This step is critical to ensure timely detection and documentation of any issues.
Current Damage Report
As of this meeting, the following incidents have occurred:
– Three (3) water line leaks have required repair.
– One (1) repair was performed on the 6” pond drainage line, which is being used to control pond and dip water levels.
A more detailed damage assessment and repair report will be presented once work progresses further and inspections continue.
Conclusion
While the nature of fiber optic infrastructure work is inherently disruptive, the measures we’ve implemented are intended to minimize the burden on the District and its residents. Our early-stage collaboration with Frontier has been positive, and we are committed to maintaining strict oversight to ensure compliance and infrastructure protection throughout the duration of this project.
